پس اگر یہ لوگ تمہیں لڑائی میں مل جائیں تو ان کی ایسی خبر لو کہ ان کے بعد جو دوسرے لوگ ایسی روش اختیار کرنے والے ہوں ان کے حواس باختہ ہو جائیں۔1 توقع ہے کہ بد عہدوں کے اِس انجام سے وہ سبق لیں گے

اس کا مطلب یہ ہے کہ اگر کسی قوم سے ہمارا معاہدہ ہو اور پھر وہ اپنی معاہدانہ ذمہ داریوں کو پس پشت ڈال کر ہمارے خلاف کسی جنگ میں حصہ لے، تو ہم بھی معاہدے کی اخلاقی ذمہ داریوں سے سُبک دوش ہو جائیں گے اور ہمیں حق ہوگا کہ اس سے جنگ کریں ۔ نیز اگر کسی قوم سے ہماری لڑائی ہو رہی ہو اور ہم دیکھیں کہ دشمن کے ساتھ ایک ایسی قوم کے افراد بھی شریک جنگ ہیں جس سے ہمارا معاہدہ ہے، تو ہم ان کو قتل کرنے اور ان سے دشمن کا سا معاملہ کرنے میں ہر گز کوئی تامل نہ کریں گے، کیونکہ انہوں نے اپنی انفرادی حیثیت میں اپنی قوم کے معاہدے کی خلاف ورزی کرکے اپنے آپ کو اس کا مستحق نہیں رہنے دیا ہے کہ ان کی جان و مال کے معاملہ میں اس معاہدے کا احترام ملحوظ رکھا جائے جو ہمارے اور ان کی قوم کے درمیان ہے۔
