قدیم زمانے میں جن کتابوں اور تحریروں کو زمانہ دراز تک محفوظ رکھنا ہوتا تھا انہیں کاغذ کے بجائے ہرن کی کھال پر لکھا جاتا تھا۔ یہ کھال خاص طور پر لکھنے ہی کے لیے رقیق جلد یا جھلی کی شکل میں تیار کی جاتی تھی اور اصطلاح میں اسے رَقّ کہا جاتا تھا۔ اہل کتاب بالعموم توراۃ،زَبور، انجیل اور صُحُف انبیاء کو اسی رَقّ پر لکھا کرتے تھے تاکہ طویل مدت تک محفوظ رہ سکیں ۔ یہاں کھلی کتاب سے مراد یہی مجموعہ کتب مقدسہ ہے جو اہل کتاب کے ہاں موجود تھا۔ اسے ’’کھلی کتاب‘‘ اس لیے کہا گیا ہے کہ وہ نایاب نہ تھا، پڑھا جاتا تھا، اور بآسانی معلوم کیا جا سکتا تھا کہ اس میں کیا لکھا ہے ۔

Commentary
آیت 3{ فِیْ رَقٍّ مَّنْشُوْرٍ۔ } ”کشادہ ورق میں۔“ یعنی وہ تختیاں خوب کشادہ تھیں جن پر تورات کی عبارت تحریر تھی۔ گویا یہ تین قسمیں حضرت موسیٰ علیہ السلام کے حالات سے متعلق ہیں۔ کو ہِ طور پر آپ علیہ السلام کو مکالمہ الٰہی سے سرفراز فرمایا گیا اور آپ علیہ السلام کو ایک ایسی کتاب عطا کی گئی جو کشادہ تختیوں پر لکھی ہوئی تھی۔
