- وَمَااور جو بھی
- اخْتَلَفْتُمْاختلاف کیا تم نے
- فِیْهِاس میں
- مِنْمیں سے
- شَیْءٍکسی چیز
- فَحُكْمُهٗۤتو اس کا فیصلہ کرنا

اور جس بات میں بھی تم اختلاف کرو تو اس کا فیصلہ اللہ ہی کی طرف ہے۔ وہ ہے اللہ میرا رب اسی پر میں نے ّتوکل کیا ہے اور اسی کی طرف میں رجوع کرتا ہوں۔

Commentary
آیت 10 { وَمَا اخْتَلَفْتُمْ فِیْہِ مِنْ شَیْئٍ فَحُکْمُہٗٓ اِلَی اللّٰہِ } ”اور جس بات میں بھی تم اختلاف کرو تو اس کا فیصلہ اللہ ہی کی طرف ہے۔“ یعنی تمہارے مابین جو بھی اختلاف ہو اس کے فیصلے کا حق اللہ ہی کے پاس ہے۔ یہاں سے اس سورت کے ”مضمون خاص“ یعنی اقامت دین کی تمہید شروع ہو رہی ہے۔ چناچہ اس سلسلے میں پہلا نکتہ یہ بتایا گیا کہ اس کائنات کا اصل حاکم اللہ ہے اور حاکمیت صرف اور صرف اسی کے لیے ہے :Sovereignty belongs to HIM and HIM alone اس نکتے کو اقبالؔ نے یوں بیان کیا ہے : ؎سروری زیبا فقط اس ذات بےہمتا کو ہے حکمراں ہے اک وہی باقی بتان آزری آیت کے ان الفاظ کے مفہوم کے مطابق انسانوں کے باہمی اختلافات کے فیصلوں کے لیے اللہ کا حکم آخری حکم کا درجہ رکھتا ہے اور اسی حقیقت کی تعمیل کا نام اللہ کی حاکمیت ہے۔ اگر کسی معاشرے کا پورا نظام اللہ کی حاکمیت کے تحت آجائے تو اس کا مطلب یہ ہوگا کہ وہاں اللہ کا دین قائم ہوگیا اور توحید بالفعل اس معاشرے میں نافذ ہوگئی۔ یعنی اللہ کی مرضی اور اس کے قانون کے مطابق باقاعدہ ایک حکومت قائم ہوجانے کا نام ”اقامت دین“ ہے ‘ جو زیر مطالعہ آیات کا مرکزی مضمون ہے۔ { ذٰلِکُمُ اللّٰہُ رَبِّیْ عَلَیْہِ تَوَکَّلْتُق وَاِلَیْہِ اُنِیْبُ } ”وہ ہے اللہ میرا رب ‘ اسی پر میں نے ّتوکل کیا ہے اور اسی کی طرف میں رجوع کرتا ہوں۔“
